Yes

Your Oven is clean and working efficiently if the fan is not clogged with grease.
If you cannot see the oven fan clearly, most fans are made from light weight steel and are silver in color, then it could be clogged with grease and carbon.
The efficiency of the oven will be reduced as the heat is absorbed by the grease and not circulated around the oven.
The oven may be noisy as the fan is heavier and may be off balance.

If your oven roof is clean it should be working efficiently.
Oven roof's can get heavily greased and covered in carbon with some having a build up of flaking carbon that can drop into food.
A clean roof allows the element to heat the oven quickly and efficiently.

The layers of grease and carbon will stop the oven from heating efficiently, create odours and smells, taint the taste of food and create smoke.

If your oven smokes during use then it should be cleaned.
